In connection with questions submitted to the Eurasian Economic Commission (EEC) from trade partners with respect to the requirement for the execution of veterinary certificates by exporting countries for goods being imported into the territory of the Customs Union only in the Russian language, the EEC Department for Sanitary and Phytosanitary Measures explains:
By Decision of the Customs Union Commission dated 7 April 2011 No. 607, there were approved 40 forms of veterinary certificates for goods under control of the veterinary agency and being imported into the territory of the Customs Union. Said forms are placed on the Eurasian Economic Commission website.
Pursuant to paragraph 3.8 of Regulations on Unified Provisions for Carrying out Veterinary Control on Customs Border of Customs Union and within Customs Territory of Customs Union approved by the Decision of the Customs Union Commission dated 18 June 2010 No. 317, officials of competent authorities of exporting countries must fill in veterinary certificates in the Russian language as well as in the language of the exporting country and/or English language.
We also inform about the following. In accordance with the Decision of the Customs Union Commission dated 15 July 2011 No. 726, it is specified that the veterinary certificates agreed upon by a member-state of the Customs Union with an exporting country as of 1 July 2010, will be effective only up to 1 January 2013. In the event a competent authority of exporting country applies before 1 January 2013 to authorized authority of a Party or to EEC requesting for revision of a veterinary certificate agreed upon before 1 July 2010, the lifetime of such veterinary certificate shall be extended until it is agreed upon in its new version.
