The IT industry support package may include a program to attract foreign specialists to Russia

The materials for consideration of the second package of measures specify that in case the initiative is approved, it can be provided for in a federal law, government regulations and, if necessary, in legal acts of federal authorities. The time term for the development of the bill is specified as December 2021. The Ministry for Digital Development and Communications of Russia, Ministry of Finance, Ministry for Economic Development, Ministry of Labour, Federal Customs Agency, Federal Security Service, Ministry of Internal Affairs as well as associations of the IT industry and related organizations shall be responsible for the development of the bill. As it is specified in the materials, this support measure is aimed at ensuring the advanced development of the IT industry and improving the competitiveness of domestic IT solutions.

"This measure has been proposed by the industry," Deputy Prime Minister Dmitry Chernyshenko said for the press. "The point of it is to attract highly qualified IT specialists to work in this country and, if possible, to create conditions for the return of those who have gone to work abroad. The key factor in this case is the value of a person’s professional qualities, directions of migration are secondary."
