On protective customs duty with respect to imports of fastening products


The PromMetiz, an association uniting major manufacturers of metalware of Russia, aims to initiate a prolongation of the customs protective measure with respect to imports of bolts and nuts for six more years. That was announced by Boris Yarantsev, chief executive of PromMetiz. In his opinion, the three-year period of the customs protective measure being in effect with respect to a number of fastening products has not given positive results for the Russian manufacturers of fastening products

The prolongation of the protective measure for more six years, as per the statement of Mr. Yarantsev, will permit Russian manufacturers to carry out reconstruction of production and compete with imports. The protective measure with respect to imports of fastening products has been put into effect from 18 March 2011 by the Resolution of the Government of the Russian Federation No. 68 “On Special Protective Measure with respect to fastening products” dated 12 February 2011 and by Decision of the Customs Union Commission dated 22 June 2011 No. 703 for the period of three years.

The protective measure shall be in force until 17 March 2014. For the period of the protective measure being in effect the imports of fastening products have practically not changed and even increased in percentage terms with respect to the manufacturing volumes. In addition, the exports of fastening products manufactured by Russian factories have decreased in 2012 by 37.1% pointing out problems in competition with foreign manufacturers.

In opinion of Aleksandr Semenov, coordinator of the RosMetiz Association, the problem of the Russian metalware production is not only in the replacement of equipment but in the use of modern technologies as well. Transition to technologies decreasing the cost of products, will permit to compete with the imports in the main indicator which is the final price of products.

In doing so, the technologies will permit to manufacture products of high quality. A simple prolongation of the protective measure and orientation of the Russian production of fastening products only to the domestic market will not bring a positive result as it is confirmed by the existing practices.
